The new weapon would not add to but replace the nation’s existing arsenal of aging warheads.
The effort, if approved by President Bush and financed by Congress, would require a huge refurbishment of the nation’s complex for nuclear design and manufacturing, with the overall bill estimated at more than $100 billion.
On Friday, Bryan Wilkes, a spokesman for the National Nuclear Security Administration of the Energy Department, said the government would not proceed with the Reliable Replacement Warhead “if it is determined that testing is needed.” But other officials in the administration, including Robert Joseph, the under secretary of state for arms control and international security, have said that the White House should make no commitment on testing.
critics have long argued that this is the wrong moment for Washington to produce a new nuclear warhead of any kind.
At a time when the administration is trying to convince the world to put sanctions on North Korea and Iran to halt their nuclear programs, those critics argue, any move to improve the American arsenal will be seen as hypocritical

Global warming is a pressing threat to our world and strong measures are needed immediately to curb human contributions to warming.
To this end, please vote in favor of the Climate Stewardship and Innovation Act (S.1151).

Nuclear Weapons
I strongly oppose the development of the so-called "Reliable Replacement Warhead".
With the nuclear situations in Iran and North Korea, now is no time to be developing our nuclear arsenal. It sets a poor example and does not increase national security. Terrorists and rogue nations do not fear Mutual Assured Destruction and our current conventional arsenal is more than adequate to deal with the threats of the foreseeable future.
The estimated $100 billion bill on this weapon system could be better spent virtually anywhere else. Consider the record debt of the national government.
Please oppose development of the Reliable Replacement Warhead.
